Russia: Asia’s Helping Hand – Opportunities of Benefit for Nepal



Kathmandu- It is said that world politics revolves around the periphery of the desires of powerful countries. One of those powerful countries is Russia. Russia, a country with veto power in the UN, is not only a political center but also a major contributor to the economy of the Asian region. The revolution and excellence seen in its technology and education sectors, along with the combination of all these aspects, have made Russia a global power.

Russia’s economy and its contribution to the food supply needed by the world is one side of the story. More than that, its education system and natural beauty have touched me deeply. To be specific, the role Russia is playing in educating the world is truly commendable. Hundreds of schools and universities have been providing scholarships to students from around the world and making significant contributions to the development of knowledge and science.

Hundreds of students from Nepal have gained expertise in the medical field through Russia. There would be no objection in saying that Russia deserves credit for Nepal’s first open-heart surgery, which was performed by the team led by Dr. Bhagawan Koirala. There are many other dimensions of cooperation in the medical field as well. Nepal has also produced hundreds of food scientists with the support of Russia, who have played an effective role in the lives and health of the Nepalese people.

The universities there are such that they function as open laboratories, directly contributing to improving the quality of life across the world. Nepal has always benefited from this.

As Nepal–Russia diplomatic relations are approaching 70 years since their formal establishment, both education and economic cooperation appear highly promising for the future. When discussing the opportunities available to Nepalis and the areas of support provided by the Russian government, the scenario appears as follows:

Educational Opportunities for Nepali Students in Russia

The Russian government scholarship is the major support provided by Russia. Every year, the Russian government offers state scholarships to students from various countries. Nepali students also have the opportunity to receive scholarships through a competitive selection process.

Under the scholarship, generally:

Tuition fees are completely waived. Preparatory Russian language courses are arranged before studies begin. University hostel facilities are available at comparatively low costs. Russian universities have gained international recognition particularly in medicine, engineering, information technology, space science, nuclear science and energy, agricultural science, international relations and regional studies, higher education, and research.

In particular, Russia has a strong tradition of research in fundamental sciences, mathematics, physics, nuclear technology, aerospace research, artificial intelligence (AI), and cybersecurity. Therefore, Nepali students and researchers can seek opportunities for joint research, exchange programs, and postgraduate studies.

Language and cultural studies are also among Russia’s strengths. Studying the Russian language can create new employment opportunities in diplomacy, tourism, trade, and translation. There is potential to expand educational cooperation related to Russian language studies in Nepal and Nepali studies in Russia.

Nepal–Russia Economic Relations and Possibilities

The economic relationship between Nepal and Russia has so far remained relatively limited. The volume of bilateral trade is small compared to Nepal’s major trading partners. However, Russia has already conveyed through the St. Petersburg International Economic Forum, held in St. Petersburg from June 3 to 6, that it is always ready to expand this relationship. The opportunity provided to Nepali renowned businessman Upendra Mahato to express his views on economic relations and prospects with Nepal at the forum also confirms this. Likewise, my selection by the organizers as a representative from Nepal at the conference is also a result of Russia’s interest in economic relations.

To transform these opportunities into outcomes, Nepal’s main potential exports include tea, coffee, handicrafts, wool and pashmina products, herbal products, water, and energy power trade. Similarly, potential imports from Russia include industrial machinery, chemical products, fertilizers, and various technological materials. Cooperation in these areas would bring direct benefits to Nepal’s economy.

So far, Nepal–Russia trade has not been able to expand according to its actual potential. However, it now appears appropriate for the Government of Nepal to focus on realizing these possibilities.

Realistic Areas of Economic Cooperation with Russia

Russia is among the world’s major outbound tourism markets. Nepal can attract Russian tourists in mountain climbing, trekking, adventure tourism, yoga and meditation, and Buddhist pilgrimage tourism. In particular, Lumbini can become an important destination for Russian Buddhist and spiritual tourists. Likewise, in agriculture and food processing, Nepal can promote high-value products such as organic tea, coffee, spices, herbs, honey, and pashmina in the Russian market. For this, quality certification, export standards, and direct business contacts need to be developed.

Another important and highly promising area is energy and hydropower. Russia has long experience in hydropower, electricity transmission, energy engineering, and nuclear energy. There is potential for cooperation in hydropower development, energy infrastructure, and technical training in Nepal. However, Russia has not yet made significant direct investments in Nepal’s hydropower projects. It appears appropriate for the Government of Nepal to undertake planned efforts to bring such investments.

Information technology and the digital economy are currently among the most necessary and promising sectors. University–industry cooperation is possible in areas such as software development, cybersecurity, digital education, and technical human resource development.

Health and pharmaceutical industries are also sectoring with long-standing potential. Cooperation can be expanded in medical education, health research, pharmaceutical collaboration, and the training of doctors and specialists.

Human resource development is an effective bridge connecting with the modern world. Nepali doctors, engineers, scientists, and technical professionals who have studied in Russia are contributing in various sectors of Nepal. This can be institutionalized by expanding joint research centers, technical training, university partnerships, and educational exchanges.

From a realistic perspective, Nepal–Russia economic relations are still at an early stage, and the volume of trade remains limited. However, there is ample potential to expand cooperation in education, tourism, agricultural exports, energy, science and technology, and human resource development.

In the coming decade, if government-level dialogue, private-sector engagement, and educational and technical partnerships can be institutionalized, Nepal–Russia relations can gain a real opportunity to transform traditional friendship into an economic and knowledge-based partnership.

For this, it would be beneficial for Nepal if the Government of Nepal moves forward with a strategic plan with its old and promising partner, Russia.
